French hammers originally called french locksmiths. The notch behind the cross peen was designed to get into the tight areas of a box lock. The stubby hammer has a shorter distance between the face and handle making for quicker hammer control in a school setting.
Not many people go to this hammer as a first choice, but just because it looks different doesn't mean it isn't a great hammer. The design has stood the test of time after all. It has a balance much like the "Czech" or Hofi style hammers at a better price and available in a greater variety of weights.
